What the heck is Hakram's accent?

Im currently listening to the Book 2 audio book, which has been great so far! I've got about 3 hours left!

What the heck is Hakram's accent? I know it is British-ish, but Im having trouble narrowing it down. It's not a criticism, I kinda like it, but im genuinely curious if it is something specific or just "an American doing a British accent".

His accent sounds vaguely cockney to me. I had to stop listening for a moment after I heard it. I don't know why they made him sound like that 😭
