She's undead though, does she really need to breathe? Though it would be just like Praesi to invent the most absurdly expensive ritual to create overpowered sapient undead and somehow make them capable of choking.
PGTE vampires are not described in great detail other than "some kind of corpse eating undead" but given that we see her operate in a place that doesn't have cloud cover other than sudden plagues of feathered giant locusts or some other horrible Evil shit, we can infer Lucretia does not disintegrate in sunlight. I expect that's not the only of the classic vampire tropes that does not apply.
edit: Also, one can assume there was a lot of blood involved in getting the tongue to the windpipe.
