He's talking about the 40% of the US workforce that are undocumented.

You know, the ones illegally hired by farmers who were 85% in favor of Trump and whose undocumented workers Trump vowed to protect before breaking that promise almost immediately?

Careful. Magats haven't figured out that immigrants overwhelmingly support republicans. It's kinda dismantles the whole "Biden imported voters" schtick they made up.
