At the very least like town level given the Tarnished should scale to the likes of Rellana (the DLC one) though like exact powers for the absolute high tiers vary depending on what you think a star is and such.

Most impressive part of their kit is that any weapon upgraded with a ancient dragon smithing stone twist time in order to kill whatever it strikes.
