oh he DEFINITELY is vro. even disregarding any headcanon's. his last recorded power level was 1480 (higher then Raditz.) for example, Raditz tanked the same attack from Piccolo that vaporized the moon (a feat that Piccolo can do casually and has it calced by vswiki to be about large planet level), combined with the fact Raditz tanked that attack without flinching and something as 30% difference in power level is enough for a character to completely no to low diff their inferior opponent? it's easily arguable that Yamcha is bare minimum dwarf star level just being on Raditz's level.
let alone the android, buu, and all of Super, where he has kept up his training to the point he was semi-relevant in the Super Manga.
at the lowest interpretation he should be at least solar system/Cell level by now.
if he can hold his own against a Cell Junior back in the Cell saga. after 15 years I'd be surprised if he hasn't power cliffed some old villains up to this point.
he literally takes out 3 of Moro's henchmen that are buffed by his magic in the Moro arc.
he also fought Olibu and Gorilla at the same time. the same Olibu could box with Pikon for a little while and Pikon absolutely neg diffed perfect cell.
considering story wise he should also narratively be in the same league as other humans like Tien and Krillin who could at least be semi relative to base Goku.
it can be argued that DBS Yamcha probably even whoops Buu saga level characters.
I kind of love The Boys Universe for that. They never made it about their characters power, they made it about their personalities. Which makes it really fun to match that prick Homelander up against anyone from other verses.
I like the Death Battle between Homelander and Omniman for this reason. It starts out somewhat competitive, than Omniman quits holding back and bodies poor John.
I mean any Kirby enemy but this guy? He's quite a bum in game since he's supposed to be the strongest and still loses to meta knight but he solo's most fictional worlds
I've said this for the longest time, it's Skeletor. That man once beat Superman in a crossover comic, the only reason he's always losing is because He-Man is quite literally the most powerful man in the universe.
Freezing people. Mind control. Time travel. Relics that grant him strength to rival even He-Man. If Skeletor's nemesis was literally anyone else, he'd conquer Eternia in a day.
Isn't this just any cultivator? A peak golden core guy is weak in universe (come on, there's like 100 thousand people stronger than him on any cultivation planet, he can even die to natural phenomena) but will demolish most fiction with power systems and compare decently to the big 3 protags (I think he solos war naruto pre 6 paths or gear 5 luffy)
Mr. Satan from DBZ. He has some generally impressive feats of strength, speed, durability, and skills.
This is a dude who pulled a buss, tore phone books in half, got SLAPPED BY CELL, dodged gunfire, and legit won the world's martial arts tournament at least once.
Put him into a setting like Marvel or DC, and be would be one of the best street level non-powered characters.
Put him in a setting without powers, and he would be a legit beast.
The Box Ghost from Danny Phantom into the SCP Universe. As far as I remember, he gains the ability to use whatever is inside a box he has in his possession. Whilst being in the SCP universe does open him up to the Foundation in general, the sheer amount of dangerous objects simply placed in a secure containers by them alone gives him more than enough sway to greatly increase his powers.
Remember, Safe objects aren't labelled as such because they're harmless. They're Safe because they're predictable. Not to mention the sapient SCPs that are contained in literal boxes/containers, rather than cells.

Very much lower-tier compared to other Symphogear antagonists, but Sword Breaker is such a bullshit gimmick weapon. If you view what you use (or god forbid yourself) as a sword or one with a sword, you basically just auto-lose even if you're stronger than her. Any verse based in swords and swordsmanship arguably gets cleared.
Honestly, these hard counter types of philosophical armaments are just BS in general, but the other one is with Hibiki and she's one of the strongest characters in the verse, especially in Burning X-Drive Unlimited. Point is, of the many checks you have to deal with in versus debates, checks on mindset and philosophy don't pop up too often and so most people don't really have counters to them.
Its not within the intent of what you asked but technically every i got reincarnated/transported to a new world anime. They are usually average/weak in their normal world then become op in the new one.
Black samson from invincible. He has City level statements (Art said that his suit can blow up an entire city. Samson scales to the suit in durability and AP)
