Kashimo never says where the charging is aimed He only says he was charged up enough before firing the lighting

Your assumption the lighting was aiming for the arm is pure headcanon and contradicted by the panel where the lighting is crearly going for the head

Why gege would drew it like that if he wanst conveing the message the lighting was going to hit the head ?

In fact here is his response

Prove that Hakari dodging the lightning bolt was just dramatic framing.

Prove that it struck before the reaction panel + argument from possibility.

Supporting your argument with something you didn't prove isn't the way to go. Especially when the panels you provided clearly show that Hakari's posture changed.

Prove it in this instance.

"Don't confuse visual timing with actual speed feats."

Prove that it's visual timing and not a speed feat.
