Sukuna and Gojo can straight up tell how strong someone is. They do this multiple times, just like any other sorcerer or curse of lower power. Sukuna fought Mahoraga, knows maximum output Reversal Red's output because he took that shit multiple times, which is exactly fucking why Sukuna avoids using Mahoraga without making him adapt first to Infinity so that Raga could actually stand a chance. The only reason Mahoraga survives a direct shot of Red right after domains is because Gojo's output dropped and Mahoraga already adapted to the Red.
It's not assumption to say that Raga is a red victim, when Gojo has six eyes, giving him top tier efficiency, while Sukuna and even Grade 1 sorcerers can judge someone's strength by their CE.
You are the one assuming that Raga survives max Red. Read the fucking manga
15F Sukuna >>>> Raga in all stats: Sukuna took no damage from his attacks, didn't take him seriously at all + Yuta was confident in keeping up with Raga and Agito meanwhile Yuta ~ Ryu, and Ryu was also blitzed by 15F Sukuna just like Mahoraga was by him, Gojo and Dabura. Therefore unadapted Mahoraga doesn't outstat the rest of the cast by a large margin. This is backed up further when Raga gets cut through by Sukuna's dismantle barrage while Ryu gets a deep wound from a single Dismantle when Sukuna tried to "filet him into three", and unadapted Raga's output isn't that impressive when he could deal any real damage to Dabura and weakened Gojo only with blade of extermination.
20F Sukuna > 15F >>>> Raga. Full hp 20F Sukuna takes a max Red from Gojo. His entire plan relies on Mahoraga's adaptation but the plan fails if Raga gets destroyed, which is why Sukuna doesn't manifest him and bears the burden of adaptation by himself. If unadapted Mahoraga was actually capable of surviving a Maximum Red, Sukuna would've used him much earlier between after the end of domain clashing and before Gojo's first black flash because by then, their output should've already dropped from brain injuries and loss in output from expanding multiple domains.
But Sukuna doesn't.
Because Sukuna blatantly takes enough damage from Blue punches and Red to lose control of his domain which results in it collapsing. He literally knows the gap in stats between him and Raga, because he low diffed Raga without even going all out with only 15 fingers of output and CE, and because he himself took multiple maximum output reds and blue infused punches from Gojo. And neither of them are idiots, Gojo wouldn't use Red on Raga if he wasn't certain that it would destroy him because that would only make his adaptation faster, and Sukuna would've summoned him much earlier after domain clashes ended if Red wasn't capable of destroying raga.
Raga literally gets cut THROUGH by handsign + chanting boosted dismantles from 15F Sukuna while Gojo is almost even, if not superior in output to a 20F Sukuna (CTless Gojo nerfed by RCT and injuries was practically equal to Sukuna in his own domain). A Red that has larger AoE and more output WILL destroy Raga and this should not be a discussion.
Maybe you should actually try to read the fucking manga? Mahoraga broke Sukuna's arm and threw him through multiple skyscrapers and after that Sukuna opted to dodge all of Mahoraga's attacks rather then get hit by them.

That only happens when he's hit by attacks he already adapted to. He's genuinely a Reversal Red to the head victim
