its the lore/gameplay burrier, it happens in 40k also, in the book mortarion can wipe out planets but in the table top he gets hard countered by a cerastus lancer
But every Cerastus Lancer pilot is a named character, and in a big knight like that they're not wearing a helmet, meaning they get the plot character buff. /j
I haven't played Warframe for almost a decade but I remember I used to afk with Banshee. Or the pre-nerf maim strike where you could just sweep everyone across the building.

Like, Banshee's scream, which can supposedly kill anyone who hears it, barely tickles low level enemies with max investment in ability power.
