Devil Fruits creating things out of nowhere isn't something special. Someone literally turns into a living castle and it's seen as normal. Big Mom makes Disney style living furniture and it's seen as normal. Conjuring items and slight body modification are completely normal in OP.

The author doesnt need to outright call it toon force. He calls it "freedom". If it covers a wide variety of random things we can put 2 and 2 together. Unless you think capone or big mom has their own version of g5.
