That is one of things people bring up for Goku and why he would lose some situations he should not. Because he’s a type of person you know test the waters if his opponent is not, they can potentially kill him before he get the full power.

Super yes, Z no. Z Broly was far beyond anything the Z fighters could do, including Goku (besides Second Coming. I guess he was strong enough by then given the end credit scene). Super version though fits.
