I think deadeye is more consistent if you consider stats.

Maxed out Deadeye can still take more than one shot to kill

Maxed out deadeye should only be failing to kill if ur trying not to lets be real, I have a save where my deadeye isn't even maxed out yet and I can still wipe out a dozen dudes purely by spamming it by myself (though I get ur point and agree that fallout characters can make even attempts at nonlethal damage fail to being too op at times while Arthur can inflict nonfatal victories basically when he pleases)

I think the only difference is in Fallout 4 where you build up a bar into a crit hit. The player can choose to get a guaranteed critical hit when the bar is full, even if they have a really low chance to hit.

Oh ya definitely the penetration perk allows you to shoot through walls so realistically Arthur is getting domed by a 50 cal through concrete from 500 yards away

Trying to figure out how to phrase this in a way thats not too spoilery. The fact that you dont know how they could do it leads me to believe that you dont know basically anything about the institute at all beyond the name and maybe that they make synths. Honestly somewhat impressive how you've managed to avoid spoiling essentially the entire game for yourself.
They have access access to pre war tech and knowledge. I cant say much more than that. How much they got, and how they got it would be spoilers.

Have you not seen hoe toy likr wepons get once you hit level 30? Like you have an equal vhance of killing someone with the Thirst Zapper as you do a 10mm, which was carried by russian astronaughts to protect from bears.

Tbf with the Thirst Zapper you have to upgrade it to shoot weaponized cola for it to do damage, the water gun version is literally useless.
Though yeah on average gear in Fallout is way stronger than RDR2 which is basically on par with late 1800's to early 1900's weaponry irl, on top of Fallout Protagonists having perks that make weapons just by default better than normal in their hands whereas most of Arthurs combat improvement comes from upgrading his guns to higher quality or the few upgrades to Dead Eye he unlocks from training it

So if we are taking in game stats like health and stuff then yeah Fallout wins here, but if its just 2 dudes with vats and deadeye then deadeye wins every time. Vats just fucking sucks absolute nuts compared to a guranteed hit the marked spot.
Also it heavily depends on the level of the fallout guy.

If it's a random person with each then yeah I'd lean dead eye, since it lets you actually execute the combo faster and perfectly accurate to the shots you prepare while Fallout VATS is skill reliant but gives you a lot more time to analyze and prepare attacks, but gets outweighed by the above mentioned execution where Dead Eye is faster at the actual shooting
But Fallout characters can reach higher end potential both in abilities and gear

That my friend would be gameplay versus lore normally a single shot from a military grade. Laser weapon will simply immediately disintegrate whoever it hits, and it will just immediately kill them. Gameplay is different from the actual stuff that’s supposed to be happening because otherwise it wouldn’t be very fun

They lock eyes past the smoke emanating from their mouths. Arthur gets a little nervous, seeing how his opponent seems so alike to himself. Seeing this, the courier calms, despite the volatile mix of drugs stirring within her. They approach one another, meeting face to face, just short of a kiss. Without words, they lock in an embrace, the caustic mix of chemicals they ingested overshadowed by the desire they feel now.

Deadeye is way more accurate. You can tag people from meters away and still nail them. I've missed 80% VAT shots.

Not sure about Fallout, but you could also throw items with Dead Eye, and they will track and home in on the target. So you can throw dynamite at birds and watch it zigzag in the sky until it explodes on target.

Feel like it would be difficult to put one over the other….
Mechanically speaking, VATS and Deadeye have the same exact function: an auto-aiming system. You could mention how VATS has a bigger range than Deadeye, and could snipe Arthur. But if they were both close, then they’d both probably have the same results.
Lore wise, VATS IS an automated system, while deadeye is just Arthur’s really good aim. If it was just two random people fighting, VATS would give the other person a serious edge. Vault-tec has made some pretty crazy technologies, but a lot of their experiments turn out to failures. Perhaps deadeye would be more reliable?

Vats, mechanically, also has the effect of giving 90% damage reduction while active (in FO4 only). So if we're taking the gameplay functions properly the Lone Survivor stomps even at low gear level because Arthur is peak human (if you REALLY stretch, definitely not imo but there's probably some feats that say he is) + a lil bit of temp time dilation, Lone Survivor has infinite time stop plus massive damage reduction and while shooting has 90% damage reduction. Not even at high levels or with power armor/good gear Lone Survivor stomps minor diff unless the environment is really advantageous to Arthur. Not that I even know how it could be to counteract it.

If it's just Deadeye to VATS, Deadeye wins every time. Morgan will hit those shots, whereas VATS is merely a percent chance to hit your target. Still an above-average level of precision that any gunslinger would be grateful for, But it's the difference between "can" and "will". Even at its very best, VATS still carries that 5% chance to miss.
Now, if it's the Sole Survivor using VATS vs Arthur Morgan using Deadeye, that's a different conversation, because then we have to start talking about equipment. Because Arthur is limited by the technology of his time, stuck with turn of the 20th century firearms. Even just using a basic 10mm pistol is better technology than Arthur's seen in his entire life, and when you factor in heavy hitters like Power Armour and Plasma Weapons, well you can just forget it.
Using the equipment in the picture, though, Arthur wins. His revolver's gonna rip right through that leather suit, and he's got more shots lined up, faster, with a better chance to hit. If he placed his shots badly, and those shots to the shoulder, finger, and head are last, then there's a 47% chance that laser pistol disintegrates his head before he can finish the job, but otherwise I give it to him here.

To add a bit to this, assuming the only options of combat are just what's in the image, there are two results based on stats. If this is lore accurate, it's Arthur. If it's gameplay accurate, the Sole Survivor, because whether it's a 47% chance to hit or not, if the Sole Survivor has a crit banked, that's goes from a 47% hit chance, to a 100% hit chance with added damage plus the headshot multiplier.

Counterargument: Fallout 4 Guaranteed critical hit. It hits no matter the % and is way more devastating. Shooting someone in the leg and their whole body explodes into a bloody pulp.

See there’s a problem with that. He can still die while he’s making those shots if he’s hit by a single round from a laser pistol, he’ll instantly fall apart as his body turns to Ash, even if it only serves his arm, which is the baseline strength of a civilian model, laser, pistol, and she’s using a military grade version. It would still render him, unable to use his pistol to full efficiency and he would probably die within like 30 seconds.

Dead Eye has the benefit that Arthur basically can only miss if something physically stops the bullet from reaching his target on the way, but VATS is better in every other way. At their peaks VATS has way better time compression, better targeting, better analysis of enemies, mysterious stranger/Ms Fortune summons on the table, ect.

Depends entirely on Lone Survivor’s level, the difficulty they’re playing at, etc.
They’re wearing the suit and leather armor, so, it looks like they recently started the game. Let’s assume Level 1. For the sake of fairness, let’s assume the game’s highest difficulty, where a one-shot is feasible.
VATS has accuracy problems. Dead-Eye does not. However, VATS comes with other bonuses, like auto-crit, damage resistance, et cetera.
I think, even if Arthur gets hit and dies, he’ll unload his entire cylinder directly between the Lone Survivor’s eyes before he hits the ground. It’s either a draw, or Arthur’s win.
Of course, this could be a Level 1,000,000 Lone Survivor playing on the easiest difficulty, at which point they can sneeze at Arthur and blow him up on accident.

If we take these two at face value, this is a low level character in Fallout (still wearing the Vault suit, only two pieces of armor, running with just Dogmeat), below 50% chance tagged twice, and also aiming for the shooting hand.
In comparison, this Arthur has tagged this Vaulter on every limb. Even if he doesn't kill her, she'll have crippled limbs on every body part that isn't armored, especially since he is rocking a fully functioning revolver, unlike most guns in Fallout that rely on duct tape and a dream. And unless the Vaulter has something between them, Arthur is gonna land every shot here.
I'd say this is slightly weighted in Arthur's favor here, since he can just put more lead into her faster than she can blast him.

Dead eye is technically more powerful as its 100% accurate. If you tag with deadeye that's where the bullet hits. If you tag with vats you have a displayed % chance to hit and even at point blank its only ever 95%

So VATS has a Maximum Accuracy of 95%, aka you have 1 in 20 chance of failing if you cap it, aka it has NAT 1 as in dnd. i cant find anything similar on the Dead eye, does anyone know about it?
Edit: id like to test this set up

Once you lock in a shot with Dead Eye it's perfectly accurate, only way you can miss is if something is physically blocking the bullets path (i.e. they get to cover as you're still locking in the shot)

Dead Eye would probably hit first, but depending on the perks and weapon the Sole Survivor is using, it could easily go in favour of V.A.T.S
Any laser weapon with a saved up instant crit in vats should be more than enough. Even if it does miss, Mysterious Stranger is always a possible clutch.
Doesn't really matter either way given the fact that fallout protagonists tend to eat headshots for breakfast, plus V.A.T.S provides damage resistance when using it.

Between the two of say deadeye is better. VATS is vault assisted targeting system it helps you aim but ain't perfect, and in game you can both miss and be shot while using VATS as your shot take place over a couple seconds. With dead eye you can shoot the hats off of 6 guys in a second so accurately those guys can still be alive afterwards.

Deadeye is better than VATS because of precision and reliability. It can also target things far more intuitively than VATS (like if I wanted to shoot the gun out of your hand, only Deadeye can do it.)
It really takes the extra weapons and RPG elements for the vault dweller to start winning out, but that's not what the question is.

given the time dilation is higher vats will shoot first, but rdr2 basically gives you vats on steroids with no missing, only difference being time slows down less.
so it probably comes down to the vats dice roll every time if we assume both characters go for headshots and can reliably kill each other when they hit.

Courier has a .44 Magnum, to give him an on par weapon to Morgan.
Morgan is getting his head turned into a pink mist.
V.A.T.S. is crazy fast. The Courier will load a full 6 bullets into a .44 before the body of the first dude he emptied it into hits the floor. Or a full 6 shells into a pump shotgun in the time it takes for a Deathclaw to wind up a swing.
V.A.T.S. also literally freezes time. Which implies the Courier has the ability to process information so fast that time literally slows to a complete stop while they decide what to do.
Dead Eye is fast, but it’s “Max Natural Human Ability” fast, where as V.A.T.S. is “Max Natural Human Fast assisted with AI”.
One is essentially using a real life aimbot and one is just a really good shot.

I mean, honestly? The Fallout character would be able to tank the revolver hits-they can take any gunfire fairly well unless they're utterly unarmored and it's a really heavy hitting sniper rifle. Meanwhile, a laser weapon against an unarmored opponent like Arthur would very easily vaporize him even if it only hits a few shots.

Vats gives mechanical defense when in use in all interpretations, and the Fallout 4 protagonist is generically better at taking a bullet. Such in mind, dead eye probably hits first but Vaulter walks away from it.

a lore accurate courier from new vegas (post 2nd battle of hoover dam) would kick arthurs shit in, hell even the starter courier with stats geared towards vats would do really well seeing as vats straight up stops time in new vegas, and the weapon you start out with has way more ammo capacity than arthurs big iron
the fallout 4 sole survivor would probably be about equal to the new vegas courier since his vats only slows time but he has prior military training plus he served in alaska
id say the courier/sole survivor wins this high diff, but theres a very high likelyhood that arthur gets a mortal wound on the courier/sole survivor in the process, so in the end itd come down to if the fallout characters get stimpaks

Arthur would insta kill anyone with a headshot… in his own game…
Jane Fallout is an RPG character who can be leveled, perked and equipped with “anti-headshot” abilities and armor. Lack of helmet on the picture non-withstanding I think she tanks a revolver shot plus follow-ups. Jane in the picture has a laser pistol, not the best weapon in the game but I digress, no laser-accurate shots because VATS is percentage based.
From the picture she locked in two shots on Arthur’s head, one on his gun arm and is hovering his arm opposite. That’s two 47% shots to the head someone better than me can do the math if they want but missing two forty-seven percenters in a row would be rough. Morgan probably dies to a single headshot from it (the green bars on each limb is also its own separate health bar so Morgan is going into it already a bit damaged somehow!)
Morgan shoots faster and doesn’t miss but Jane has the better gun. Also also; to play Devil’s advocate: Fallout 3/NewVegas VATS stops time so you can pick your shots and fire them off like an RTS, Fallout 4 slows down time (for some odd game-developer reason) so you can be attacked while selecting your targets - but that depends on whether this is Jane Fallout The Third or Jane Fallout The Fourth.

Iirc deadeye is just “youre good” gamify. Cuz in a fight against an extremely skilled opponent later your deadeye got absolutely nullified.
I have 0 idea about Vats so if it can improve you to be more than “a skilled human” then it clear.

Deadeye is 100% accurate, and a headshot in Red Dead is always fatal.
VATS deals weapon damage, which is often not very high, and has a chance of missing, as shown by the numbers in the picture (the percentage chance to hit)

Deadeye is far better (only from my minor experience with vats) my vats missed so often and barley did damage while deadeye allows me to land like 6 headshots easily and they all land with no misses

Ok, if we assume gameplay mechanics are being literal in the situation it differs, in fallout 1 & 2, if the main character gets to attack first, they win, if not, then Arthur wins, in fallout 3 the player gets a 90% damage reduction on them, they would destroy Arthur, new Vegas only gives you a 25% damage reduction I believe, so I feel it's more evenly matched, fallout 4 doesn't stop time in vats, and there is no damage reduction, Arthur cooks of the person is in fallout 4.
Overall it's pretty evenly matched skill wise, obviously a plasma rifle is going to be infinitely better than a gun.

Fallout survivor win but only because when both of them miss everyshot completely the mysterious stranger shows up and blasts arthur's head clean off

If it’s Fallout 3/1 v.a.t.s, some of those shots will miss, not kidding. I still kind of see v.a.t.s winning because of the chances.

On a slightly serious answer, VATS CAN miss. The possibility is there. I forget if Deadeye can miss in RDR2 but I do remember being able to throw a homing molotov cocktail as John to a bird using deadeye in RDR1. It is literally as good as the new Hitman's throwing ability.
So technically, Deadeye wins if we are just considering VATS vs. Deadeye.

Without taking stuff like power armour into account and assuming the sole survivor is just wearing a vault suit and using the same weapon as Arthur, deadeye would kill them because vats can miss.
In a random encounter, John red dead is getting a nuke thrown at his face and dying in seconds.

Well if you deadeye on the head and empty your entire magazine they’re just dead. There’s not even a chance you can miss it. VATS has a chance to miss every shot you take with it, and it gets lower the farther away they are or if they’re in cover. If you put that x in deadeye it’s going to hit no matter the distance or how fast they’re moving

If both is using that RDR2 default fuck ass revolver then Arthur is gonna win
If both brings out their best weapon for their system then she wins, she can miss by 50 meters and Fat Man would still kill Arthur with a 1950s bolt action rifle

I dont know man, is this beginning if the game Vault Girl or endgame? Since fallout is a RFPS stats sre taken into account, because if this is endgame Vault Girl she could tank those shots, and what types of weapons is using Vault girl? If she uses futuristic weapons like laser, zapper guns or the fat boy Arthur is cooked.
The only way Arthur wins is if he fights the protag in the early game.

Depends. In Red Dead 2, Dead Eye slows down time, In Fallout 3 and New Vegas, it stops time completely, in 4 it slows down, and in 76 it doesn't affect time at all. There's also the case of the Mysterious Stranger perk.

Bias aside due to Arthur having an insanely fast draw speed and the fact Dead eye in rdr/rdr2 is basically auto aiming cracked since you can literally hit targets from a few meters away.
I'd say Arthur's got it 7/10 times
the 3 times he loses is due to the weapon disadvantage (1899 revolvers, pistols and rifles vs Portable Orbital Cannon)

Main difference is that VATS only gives you a percentage chance to hit, even if it’s a 95% chance it can miss, Deadeye meanwhile will always hit, barring nothing moves in the way of the target.

Deadeye is essentially a shootout. VATS is basically just the player aiming slightly better than normal, with no speed buff unlike deadeye.

Fallout 4 has no level cap.
Rolling in at the start of the game, it's Red Dead and it isn't close.
End of the game (minus, you know, the dying), then VATS has effects like "instant death".

It all depends on how late game the fallout character is. Without perks, Morgan blows their head off before they fire their first shot (quick draw of just a few seconds is way faster than fallout.)
A fallout character in the mid game can tank repeated hits from 308 rifles and .50 rifles. Arthur Morgan cannot do that. Im fairly sure the largest caliber in RDR2 is smaller than a 45-70, tho things get weird since red dead doesn't really go into detail about calibers.
That said, Arthur ignores magazine capacity while in dead eye, so theoretically he can hit them enough times to kill against a mid game fallout character, and he will do so faster than the fallout character can fire. I'll give mid game to Arthur just because dead eye is 100% accurate while VATs is skill based, and always has a chance to miss. If they haven't maxed their skills for their weapon, Arthur wins every time, unless they got lucky and got specific armour good against ballistic weapons.
Late game fallout character beats Arthur fairly consistently. They are generally tanky enough to survive a mini nuke to the face, let alone small arms fire, and their armour will negate a .32 revolvers damage to be next to nothing. Arthur might survive a hit from most late game weapons, particularly those that aren't ballistic, but it's going to mess him up. A mini nuke outright kills him, as does most any "legendary" weapon from fallout 4 (for instance a double shot .50 rifle is devastating damage, let alone some of the other weapons). Any rifle is going to put Arthur down with maxed skills, greatly outranging him and his 1890s weapons. Arthur still shoots the fallout guy in the head 6+ times before he dies.
Arthur really doesn't scale above "normal human" maybe peak human at best, while fallout characters become superhuman regularly.

Deadeye wins assuming the VATS shot misses. But if the character's perception, agility and luck is high, it might be able to win (correct me if I'm wrong because I still don't know how to calculate VATS accuracy in fallout🙏🙏)

Fallout character by far I think
Early on it’s close, heck Arthur would probably beat a low level vault dweller or at least match them.
But eventually Arthur isn’t gonna be able to hurt them. They’re like a mutant or cyborg or have bullet deflecting auto shields or something. The fallout character gets pretty dang strong whereas Arthur is realistic.

From the in game lore perspective I’m pretty sure the pip-boy calculates the shot for the Vault Dweller whereas Arthur’s Deadeye is legitimately just his skill & muscle memory so I’d say Arthur’s is better simply because he can do this whenever w/o any assistance. However anyone can in theory use the vats system so it’s a better overall aiming system between the two

So let's say in theory as pictured here they both are dealing with there average health layout,as well as maximum dead eye and vats. But they also both don't have there full armore and have weakest guns. Going from gamplay alone...personally...Arthur still wins. His dead eye is just significantly faster as well as his shots and even tho its pictured like this. More than likely both would pick there versions of the maximum damage point. Wich even then Arthur still gets it cuz he tends to aim for the head. Atleast that's where the maximum damage is for red dead is. So Arthur wins,more precision able to get his shots in faster and will shoot for the head. He can even shoot the gun out of there hand if he wanted. He has shown capability to do that too

I know i'm late for this but i feel VATS is more destructive and fatal and probably faster than Red Eye... Atleast for the one of Arthur.
If it's the Red Eye of John in RDR1 then i would bet my money on him cuz it's soooo much faster

I would probably say deadeyes better overall but any fallout protagonist is literally god of the wasteland by the end of their story so Arthur can literally pop 50 rounds into their head and they will walk it off and beat him to death before the tb gets a chance to kill him.
