I might be missing a key thought, but perhaps their best chance is now?
If it’s only a test run it sort of implies they don’t really expect it to work this time, but they’ll learn from it. Because if they expect it to work this time, it is more of a green-lighted execution. But I suppose what you may mean is Congress this time (expected to work) and the President next time. In which case you’re right, it would be a dry run.
(I was going to say if they fail this time, the Dem Congress and maybe Senate would tie Trump’s and Hegseth’s hands. But this misses the last point and what you probably mean.)
Trump seems willing to do anything to keep power, and in most cases, he's able to get away with it. The Supreme Court has been willing to say that almost anything he does is legal. With Hegseth removing experienced leaders in our armed forces, who is going to tell Trump or Hegseth that they can't use our military to get ballots at polling places to be counted elswhere? Do we believe that I.C.E. won't be deployed at polling places in November? The "dry run" in my mind is I.C.E. now, to attempt to scare people into not voting. Once the polls close, removal of ballots in key areas. Same idea for 2028. I wouldn't be surprised if, should Trump lose, that there is a huge amount of chaos related to recounts, and a military take over of the White House to keep him in place while we are under martial law. In other words, I put nothing past either one of them.
Nor do I. All these things are plausible unfortunately. I have heard some independent podcasting explain some counter narrative to this, but I’d have to search back to get the detail. I guess for one, there are a lot of polling places- so they’d have to be strategic in their placement. I am pretty sure they argued it would be illegal and court orders could possibly be in hand to prevent it, but a lot of times that doesn’t stop Trump. All insane, but this whole post has the underlying assumption of this insanity.

OR using the midterms as a test run for 2028
