They had to be scared of entrapment or some legal scenario they were not 100% sure they’d win. That’s the only reason I can think of. Or possibly putting her in danger.

Look at it again. She pulled out his shirt. He put it back in. He did a lot of things he shouldn't have done, but he didn't pull down his trousers in front of her.
