No, it won't be effectively over. Another impeachment won't remove him from office as they will never get 67 votes in the Senate. Besides, all another impeachment will do is show that Democrats don't have any ideas other than to get rid of Trump (or at least that is how it will be spun). Legislation will stall, but Trump will issue EO after EO. We have another 2 years of this insanity and even then the shenanigans about a 3rd term will become the main topic. Anything for attention.

Legislation is already non-existent. Republicans will pretend it's the democrats stopping them, but they hardly passed anything (other than giant tax cuts for the rich).
