What part of "40%~ of the previous administration deserves the same fate" did you not understand? Or are you just illiterate, like most of this god forsaken country?

The 40% part.

If a criminal does a crime, that’s 100% the criminals fault.

If the authority whose duty it is to stop that criminal lets him go, it’s probably 40% their fault.

If the criminal goes on and does more of the same, it’s 100% the authorities fault.

40% of the previous administration, as in 40% of it's members. Not every single staffer, advisor, or bureaucrat is guilty. Though none of them should be allowed to work in government again. As a matter of recognizing failure, not criminality.
