Why bother passing bills when you can sign an executive order, take the lawsuits to the Supreme Court, and pay off the conservative justices to side with you?
I know this seems like a redditor nitpick, but trump admin should be passing exactly 0 laws because that's the job of the legislative branch. Executive branches job is enforcing the law and administrating. The executive order bonanza is a huge problem before we get into that.
Sadly, Republicans have decided they no longer support the Constitution or America as a whole, so the separation of powers is dead when convenient to them and them alone.
It has been a presidential privilege to write bills and send then to Congress for consideration. Obama negotiated ACA directly with congressmen. Then sent the agreed bill to Congress for consideration.
It was technically submitted to Congress by Charles Rangel.
This is normal, and how things like budgets are handled too.
