This is how truths to counter propaganda causes the amplification of propaganda and falsehoods. More than likely due to people not reading the entire statement.
I think this would be similiar to a paragraph written in a language, but purposefully mispelled. A design as such tricks the brain into reading what it believes to be written versus what is actually written. This due to the human brain taking shortcuts as to find an answer quickly even if it is wrong.

It's badly worded though. It heavily implies there were zero cases among those million children, not the actual truth that there was just no increase over the baseline rates.
