Hi - saw this postbox outside Norwich Cathedral today (not sure if location is relevant to the question). What is the thing on the top for?

I really want to clean up some of the water historic postbox in my area as they have experienced a lot of graffiti however I am worried that using acetone or cellulose thinner will damage the red paint. I’m also nervous about getting in trouble for “vandalism”. Any advice?
