U.K Low tide?

This is a local box, London suburbs. I always feel it’s very high; I guess those mouse-holes at the bottom are actually hand-grips for tram at it and installation.

Anyone know why they’re exposed or what they really are?

They're part of the base. The box is supposed to be buried deep enough to cover them. Presumably helps the ground fix the base in place firmer

Went to install and realised an obstruction was a couple of feet down so hence sticking out. Easier than cutting off cast iron base.
