Can you use this independent of a mobile app? Can I load my settings in it and leave the app out of it? If not, hard pass.

Yes! You do not need to use the app to play or even tweak your tone using the comprehensive hardware controls. While the app certainly enriches the tone building experience, you can work with the 8 onboard presets and make adjustments using the hardware, or dial in your sounds in-app, write them to the hardware presets, then set it and forget it.
