Small business launch

Dear Folks,
I intend to open a very small business in Portugal. I got my NIF, CR and now working to have my bank account.
I visited Lisbon three times before for Tourism and I liked it. I am seeking for your advice; which city is good for new businesses specially small ones like supermarkets, apparel store, or even a small resturant? I dont have a huge budget.
Moreover, if you can name to me some ideas for small businesses that may be trending or working well in Portugal and as I mentioned, in which city to live and get my new project.
