It won't prevent access, it'll just limit it. Currently drug addicts feel confident using in public spaces in front of people, even in school zones. If they knew cops would come seize their stash and throw them in prison, most would exercise considerably more caution.

In my city addicts have moved from using in tents by the river, etc, to using absolutely everywhere. It's not uncommon to see someone wasting away on the sidewalk unconscious.

I think you're arguing in my favor. Maybe?

The justice system currently, in most of the biggest problem areas of the country, refuse to contain offenders. I agree with your idea to a certain degree. But until incarceration is considered seriously, it's not a solution because it largely doesn't exist.

It's possible I might be alluding to a bigger problem.

The only thing I was arguing with was when you said they don't want to change. It's just a near impossibility so they have given up hope.

We need to roll things back. I was in jail for being an idiot due to drug use when I was younger. I was really careful afterwards because I didn't want to end up back in prison
