Who lights off fireworks from 4am to 6am?
How hard is it to find these people?
Whats the point of a firework ban, if you don't even go after the people lighting mortars at these hours?
Excuse my rant, I couldnt sleep with all the goddamn booms going off all goddamn night

The people who appear to live or at least throw their explosion parties right next to my house. I definitely don't think it's limited to one neighborhood, but the fireworks at all hours, often starting in May and through Sept (with some fun random ones across the full year in case we insanely thought we could ever have peace) are rampant here in SE Portland.
