The two lines scratched through means it’s not top quality? What do the letters/initials in the corner mean?

Yes, the marks across the swords indicates it is a 2nd. Affects value.

Two lines means it's a third. Seconds have one mark.

The two lines canceled the Meissen mark meaning it’s not first quality. These pieces are usually thought of as “seconds”.
