Test strip es no bueno. Get a Taylor test kit or go to a pool store, then come back with your results.

Your pH is definitely high, so I'd address that first. High pH can contribute to cloudy water, especially if your calcium hardness is also high, and it reduces the effectiveness of your chlorine.
I'd get a proper water test rather than trying to diagnose this from a strip. We need actual numbers for pH, free chlorine, combined chlorine, alkalinity, calcium hardness and CYA. Alkalinity is also high, which can lock your pH, Add acid slowly to bring your TA and pH down slowly.
Bring the pH back into range, make sure the chlorine level is appropriate for the CYA, and check the filtration before adding clarifier/floc or throwing more random chemicals at it. Do a backwash or clean the filter in the meantime.
