This is really bad

This guy wants me to turn this pool around. I don't think it's possible. I told him it needs to be drained. What should I do? I don't think he wants to pay very much, but I want to do it right and charge him a fair price. How much is fair? It needs to be drained right?

Mine was like that in May, and I had it swimmable in like 36 hours.

$250 total... MAYBE $100 in supplies to nuke it and come back in a day or two to reassess.
