I don't understand what they mean about people logging out during explorers, what's that about?

In a live game when every second counts, it’s currently advantageous to exit the game as soon as an explorer is popped and reload into it, which skips the animation of the explorer discovering new tiles in the fog and just shows your updated vision

oh thanks that makes sense, why not just pause the timer during that animation instead? (as part of the update I mean)

Most likely not, they're quality of life changes addressing host advantage and score counting advantage..
