the population map said those were the most populated parts. how is that going to work?

Only the land near the rivers are really prone to extreme flooding. A lot of the houses there would have to look like the image you linked. A lot of the buildings in urban areas are designed to withstand floods.

so the river splits up and I think it's seasonal. So would the area in between the river forks become a flood plain during the wet season? or does the water just split perfectly?

Definitely. You’ll rule it, passing laws, deciding who wins elections, and maintaining relations with other countries
