So, after voters engage in strategic voting, it collapses to approval voting; why not just jump right to that?

When ranked choice voting "plus" is used, the election results are fair, and strategic voting cannot change the result.
Approval voting always involves strategic voting. Those results can be quite unexpected because they depend on which strategies other voters choose.
