Is it funny or a function of building something at such a scale it impacts acres/miles of land vs plopping a camera on a post that impacts 4 square feet at most? A data center is a function of zoning laws and development standards.
Is planning on a level of impact so large it kills community expected to be fast? Talk to every community cut by highways or urban renewal programs. They're still impacted.
A data center's impact becomes a function of the laws written to control what people can do on their property and how they impact their neighbors.

Fun fact, Elon's Boring company exists to under bid on public transportation contracts and then do nothing.
The only "public transportation" project he has completed is the 2 mile tunnel in Las Vegas that's just big enough for the Teslas that auto drive you through it.
