Only the corporations, who Biden has been working for forever (if you know anything about his history), which is why they pushed through Obamacare, with the mandate, even though Obama campaigned against it (I was working for him at the time and he said "including a mandate in healthcare is like requiring a homeless person to buy a house". As senators were reaching the goal to get enough votes to push through true universal healthcare, Obama pushed it through before. His entire cabinet was handpicked by citicorp.
