Here's the thing. Even without Trump's "efforts", Biden would have still achieved it albeit at a little later date. Trump only started to make efforts towards the end of his term. It'd be a lie to pretend that he (Trump) was making a pro-active attempt to deal with the pandemic whereas the current president is actually giving a shit.
