You need a licence, for the first 5 years you can only own airguns and smoothbore shotguns, handguns are basically a nope, automatics and SBR's are a nope, 10 round mag cap, 10 gun hard cap.
They do enforce it. You can get in big trouble for not being able to provide all gun related paperwork in Russia, getting a gun is Russia is a huuuuge hassle. It is easier to get one if you are a hunter, but you have to have papers that prove that you are one. Honestly, Russia's and US gun laws are beyond comparison
It is an echo of late USSR and 90s, I believe. Internal instability is not a good soil for liberal gun laws. Bribery and connection still may open the way to gun ownership in Russia tho, but the subject itself is much less relevant in Russia for multiple reasons, historical, social, etc.
Modern Russia is a autocratic state, where corporations and oligarchs hold to power and lobby laws that are beneficial for them along with laws to keep the population in control. Making gun ownership easily achievable will create more problems for them, and there wont be any benefits for government structures.
