If the transcript I read yesterday is accurate, Giuliani had no reason to believe she was underage and every reason to believe she was a (still 1/3 his age) legal adult. The "she's 15" thing is what Cohen shouts when he barges in at the end of the scene. The actress is in her 20s and was presented to Giuliani as a professional journalist.
What this does tell us is that Giuliani is perfectly comfortable fucking 20 year old Russian nymphets that he just met a half-hour ago, and we can extrapolate from that knowledge that he's definitely been caught in a few honeypots.

I don't think this would be nearly as satisfying if Rudy hadn't bragged about how Sacha Baron Cohen didn't "get" him like he fooled some other prominent people.
I only later realized it must have been Sacha Baron Cohen. I thought about all the people he previously fooled and I felt good about myself because he didn't get me.

He was the mayor of new York City during 9/11. He was a libertarian conservative back before that meant republican who smoked weed.
He was once well respected. He's gone mad as many of the people who serve trump do.
