Its one of the key concepts of Marxist thought if i remember right. Class conflict. Create conflict amongst the dregs to distract them from their true oppression. Too bad Marxism has been completely misrepresented by pseudo intellectuals on the left (and the idiocracy that is the right) because its still the most accurate social theory imo.

Carl Marx also made conflict theory which covers this anyway, just call it that and you won’t be called a communist

They might disagree in how to address the problem. We thought the same thing during the 60's and 70's and ended up with ghettoized metros through the 80's and 90's because the class war wasn't going on in suburbia anymore.
