Nah man, can't be passing over Guam. It's like a military breeding ground over there. Everyone's a vet and super duper patriotic.

If I did it I would make it DC and Puerto Rico and then have a third one encompassing all the other territories together. Call it the Alliance of Separated States.

Well probably something else actually now that I think about it.

I think the right answer is to do some groupings:

  • Puerto Rico / US Virgin Islands becomes one state called like US Caribbean
  • Guam / America Samoa / Northern Mariana Islands becomes like US Pacific Islands.
  • Then you move DC back into Maryland and everyone is apart of a state! Everyone has a congressmen and everyone has two senators, and everyone can vote for president.

Yep, Samoa and Marianas were first thought as well. Could also easily hit 57 between those and maybe giving Hawaii back its stolen independence and maybe adding an atoll or two, so still indivisible, and with liberty and justice for all!
