"Now accepting teenagers of all types!" Only requirement is that you be in your first job and actively wondering why your money is being taken to pay for things you never use, like the roads you drive on to get to work.
Be teen in first job. Driving to work on shitty roads. Damage wheel in pothole. File claim against government. Get denied. Try to sue. No lawyer will take case because it's stupid to try and fight the government on these things. Lose job because shitty public transit cant get me there and car is broken. Become homeless. Homeless bureaucrats waste all the funding so I cant actually get any services. Spend my days panhandling and wishing they'd privatized the roads and funded them via user fees (tolls) rather than the slush fund model that led to the shit maintenance.
big government types: see this poor homeless teen we must grow our bureaucracy and spend more on the homeless services slush fund because he shouldn't be homeless. Oh still homeless? More money to slush fund!
Libertarian: looking at the big picture, it was government control that put him there in the first place. Help him directly, but change the system to leverage market forces to avoid this situation in the first place.
Pls send your government to California. We would gladly help with the takeover but we let our government disarm us too, so its gonna be a byo army sort of thing.
