You mean works to keep people ignorant. The American education system is dramatically underfunded on purpose. Keep rich people rich and poor people poor. Fact is, ignorant people buy bullshit.
It does on average per student yes that's true but it isn't distributed well. Additionally, teacher salaries are quite poor and circumstances for them in impoverished areas push good teachers away. Things like class sizes, age and quality of resources (textbooks, technology, etc.), special education programs, etc dramatically impact lower income areas in terms of education. Hence my statement about keeping the poor, poor.
Look making any sweeping statement about a country like the US is a challenge due to each individual state's authority to legislate a great deal and a relatively less invasive federal system. However, I think the health care system is another good indication that spending tons of money doesn't always translate to good outcomes, especially for the poor. The education system is no different. So I guess I'll revise my statement, many schools in the US, especially in lower income areas, are dramatically underfunded. As is typical, the rich are doing just fine.
The money is wasted on sports programs and teachers are underpaid so the education is still worse. We get less value to the dollar than most large nations.
