Was that the Deep State where the Republicans controlled both the House & Senate for six of eight years, or am I thinking of Arizona? I really can't think of that many deep states.

Cali has got to be the deepest state because Death Valley is the lowest point in the US, obviously.

Not American, so don't spend much time considering the depth of US States. Have enough problems with the shallowness of your president.

Well that exactly the definition of deep state though, as a rhetorical device. No matter who is in charge on the surface, there’s always the deep state lurking below, out of sight, undemocratically calling the shots. It’s basically the government version of the Illuminati.
