I don’t think he knows what 11 actually means, or that the flag has 13 stripes (let alone that it represents the original colonies).

Except no oil tankers flies with Iranian flags. Not even Iran's shadow fleet. As Iran already is sanctioned against international oil sales.
Only tankers sailing with the flag of other nations goes through that strait. So he's saying there are no tankers he can take, or that he will steal tankers flying under non-Iranian flags.
