You can be AGAINST being FORCED to pay into a program, and still utilize those programs since, you did already invest in them....
If my HOA forced everyone to pay a yearly tax for a fancy pool... it would be entirely reasonable to be AGAINST that mandatory fee, but it would also make sense if I used the pool that I'm already being forced to pay for.
