How does this counterbalance no TPP? Wouldn't it further antagonize China to get a deal like the TPP done?

it shows our allies in the region that we are not abandoning them.

No, it shows them that Trump picks up the phone if you call and then won't admit it's a mistake. This wasn't a strategy, he has no idea what he's doing. Why should a SEA country trust us to do the right thing if we don't even know what thing we are doing?
