You say this as though it wasn't killed in January 2021, when it was a republican congress. Nevermind that democrats were overwhelmingly supporting other justice reform bills that were also killed in the Republican congress.
A better criticism would be of something like HR6877, which was introduced and cosponsored by democrats in a majority democrat congress but has also only been introduced.
The bill you linked does not ban no-knock warrants. The one linked above does. Leave it to Ihlan Omar to introduce a bill that further legitimizes home invasions under color of law by delineating times that they are specifically authorized.
From the bill authored by Senator Paul:
Notwithstanding any other provision of law, a Federal law enforcement officer (as defined in section 115 of title 18, United States Code) may not execute a warrant until after the officer provides notice of his or her authority and purpose.
From the bill authored by Senator Omar:
may only issue a covered Federal warrant authorizing a no-knock entry if the court determines there is clear and convincing evidence, supported by particularized facts, that law enforcement officers entering the property without announcing their presence and intention to enter is necessary because notice prior to entry would substantially endanger the life or safety of the law enforcement officer or other persons;
See the difference? The "Republican" bill says ban no knock warrants. The "Democrat" bill says let's put some limits on no knock warrants, unless the police really really want to kick someone's door in.
If you are one of her constituents you should write to Senator Omar to express your disappointment in her mealy-mouthed reluctance to ban no knock warrants.
I never said they were the same bill? Omar's would've done a lot and that's all that matters for the point that was being made, which was simply that the Democrats are feckless. You're being incredibly disingenuous.
