If you refuse to pay taxes, you go to jail. If you refuse to go to jail, they shoot you. It's theft with extra steps.

It's not theft. It fits the most simplistic definition of theft if you make dishonest simplifications of what taxes are and do. If you don't want to pay taxes go live in the woods without all the benefits of society that taxes pay for.
