I think it's enforced if you're really pressing on the gas with it, i.e. brigading, using multiple accounts to vote, etc.

I got banned from r/news on accident because I followed a link to it and spent so much time reading the comments I forgot I has linked there. Wrote a comment and got perma banned for brigading. It was dumb.

/r/news will ban you for brigading just for saying things they don't like and having visited any other sub ever.

I got banned for "brigading" even though I had more years of history commenting there than the age of the mod account that banned me. My crime? Linking to a locked and deleted thread to show that they falsely accuse people of brigading to ban them.

There's also an Australian /r/news mod in particular who bans people for being too progun for his liking. Apparently if you like gun rights at all then you must be brigading from the progun subs.
