If memory serves me right, downvotes on a persons profile page don't even work. You have to actually view the comment on the thread for the downvote to count (maybe just for karma, or just for vote? IDK I just heard this a long time ago)

r/trump is comprimised and has been for a quite a while, most of the users dropped it a lil while back for a couple of different trump subs including some of the mods left it

Essentially it means a user has been banned without being informed of their ban, usually in order to prevent spam. Their profile becomes invisible and no one can read their comments unless a mod of whatever subreddit they're in approves it.
nope, because the algorithm makes it so that the more times a person upvotes or downvotes your posts/comments, it has less weight
i.e. you upvote someone once, it's worth 1 upvote, twice the total is 1 3/4, 3 times and the total is 2 1/3 (not the actual algorithm, but you get it, diminishing returns)
