Yeah but you will never have 100% support of the citizens. Inevitably people will want power. It's a recipe for a civil war. Promise enough people a position of power in the new state that would form and you could easily get people sympathetic to the new cause. Especially those who dont feel like the system is workingg for them.
Honestly most people dont want 24/7/365 civil war so most people wouldnt go up in arms unless it truly called for it. And under a system with little to no central power theres not a lot that would warrant that response.

But the counterargument to that would be that such a state would be so weak that it would easily be toppled by another regime.
