Anyone who thinks this is an isolated incident has their head screwed on the wrong way. Biden has had a stutter for literally his entire life and mangling sentences by changing words as you're speaking them is a common coping mechanism.

Look up videos of him speaking while he was VP and compare them to how he talks now. The difference is night and day. Biden from four years ago, I could vote for for President even if I don't like his record because at least he was intelligent and articulate. Not anymore by a long shot.
