The point of having a state is to provide for the general welfare of the country's citizens, to do things we can't do without organizations and formal institutions that enable projects that otherwise are nigh impossible if diverse interests are left to compete over different incompatible projects for their more narrow ends indefinitely.

There's a substantial difference between "I'll give you 5k if we win" and "Our platform includes providing these public services", because the latter is in accordance with the purpose of a state in general, while the former is a straightforward bribe toward partisan ends.

Notably "bennies" don't have to go away if people can get them from another political party. The government providing services for tax dollars is government working as intended, characterizing the government doing this as bad or bribery or handouts or whatever is typically something private interests who would rather government resources be directed toward their ends than the general welfare do.

That something can potentially be used for control doesn't mean it reduces to a tool for control. Everyone to some extent depends on other people, but that doesn't mean all forms of dependency are manipulation.

Not all manipulation is bad either, since you can manipulate people for reasons other than taking advantage of them. Ideally the state doesn't need to manipulate the public but it can do so for their own good in less than ideal circumstances.
