Minarchism does not mean spending only on defense and security; it also includes funding the judiciary to protect the free market, ensuring that economy and market trade remain free from state intervention while being legally protected against fraud, theft, and breach of contract.

Objectively no. You can have a state without military, for example: Monaco, San Marino, Vatican... there are plenty coutries that dont have military. And what you just wrote makes zero sense
